DP_CTMS_INTERFACE_STUB.sql TMS-WMS Interface package 4.17 351750 - 3 Amended the locking strategy so that the locks that are encountered are reported and the control record is placed ON-HOLD for automatic reprocessing once the lock has been removed.

Updates the control records to ACTIONED when the trip does not contain any WMSI orders to process to ensure that email notification of a failed message is not sent to a recipient.
